I have three investigators working for me, but I have ten clients. Would a client be considered a staff member also?

I have three investigators working for me, but I have ten clients. Would a client be considered a staff member also?

No.  Clients are unlimited.  Often times only people you pay to work for you are considered users.  In this example, you would have a total of 4 users:  1 Admin (You) and 3 Investigators.
